Chris Lynn and Moeen Ali have been named on the list of marquee players which has been released by the Emirates Cricket Board for the inaugural season of UAE International League T20 (ILT20), but the participation of both players seems doubtful at the moment.
Cricket Australia (CA) has been very reluctant recently to issue a No Objection Certificate (NOC) to any of their big names to play in the overseas T20 leagues at the time their own league BBL is on. Since UAE International League T20 will take place at the same time as the BBL, it’s not certain if Lynn will get NOC from CA.
However, Lynn’s case is quite different from the other Australian players because he has neither signed a central contract with Cricket Australia, nor a state contract with any of the six domestic teams in Australia. He is currently not contractually bound to any BBL team either. So, he has a very straightforward case of obtaining a NOC.
Generally in the past, CA has never been tough on non-centrally contracted players and has allowed their participation in the overseas T20 leagues without much fuss, but the stance has changed quite significantly after two new leagues have emerged in UAE and South Africa, in direct competition to the BBL.

Moeen Ali had reportedly agreed to play for the Sharjah franchise in UAE International League T20 (ILT20) earlier
As far as Moeen Ali is concerned, he was believed to have agreed on a deal with the Sharjah franchise of the UAE International League T20 sometime back, but then his name started circulating among the players who signed up for the CSA T20 league as well.
While the CSA league has not named any player on board yet, ILT20 has already named Moeen on board. However, the confirmation has still not come from either Moeen or his agent. It has been reported by Cricbuzz that Moeen will confirm soon which league he will participate in.
Things are getting complicated now. ESPNcricinfo had earlier reported that Moeen Ali had signed up for the CSA's T20 League but Ali eventually switched to the UAE League. Exciting days ahead. #ILT20
